Rules Review
This is to keep members up to date on the Rules review issue. Unfortunately the January Board and Council meetings were held too late to meet the publication deadline for the February mailing.
I would appreciate if members reading this could pass on the contents to other members who they know are not web enabled.
The Board and Council have been concerned for some time now that the Rules of the Guild have become somewhat outdated or confusing in some places and in others, due to various changes over the years, had become inconsistent with the Guild’s Articles of Association which are lodged with Companies House.
In an attempt to address this Mike Marritt and Ian Kirk were asked, a couple of years ago, to do some work to bring the’ Rules and Articles of Association’ up to date and in line with each other. The result of their collaboration was what became known as the Kirk/Marritt report which, although it looked at a number of issues, did not address the core need to deal with the anomalies in the Rules.
John Bizley, the Guild Secretary, made a start last year on two of the ‘Rules’ which needed urgent attention and these were changed successfully at the AGM last September. During his investigations at that time he identified a number of other anomalies. Board and Council members also brought to attention other rules which needed revising. In some cases they were actually hampering the day to day running of the Guild.
In addition, there have been times in the past where the accountability to the membership of the elected officers has been questioned and the Board and Council are committed to improving this. The way the present rules are written, and where they are also ‘silent’ on certain subjects, makes any proposed improvements difficult to implement without changes to the rules, and it was decided that getting the rule book right was the first priority before any changes could be considered .
John Bizley recommended to Council that a sub-committee be formed to carry out the task. This was set up in July ’09 and a remit was drafted by the sub-committee for approval at the Council meeting in October ’09. The first meeting of the group was planned to be held at the Reading show in November ’09 but due to circumstances only 2 out of the original 4 members of the group were able to attend. I and Constituency Rep. Geoff Roberts were also present as observers. Mike Marritt took notes.
Over the Christmas holiday period the notes of the meeting were discussed by the Board members but the proposals contained within them did not find favour with the Board, mainly because they had strayed outside the area of rule changes and were mainly concerned with changes to the management structure of the Guild.
At the Board meeting held on the 22nd January ’10, John Bizley submitted the original draft remit of the sub-committee for consideration and approval. After much discussion it was agreed not to accept the draft remit and further it was decided that a ‘committee’ was not the best way to proceed. It was agreed that an individual should be asked to produce a first draft of proposed rule changes for Council to consider. The ‘Rules Sub-committee was therefore temporarily stood down but may be required at a later date.
Chris Simpson, Guild President, and regarded as a clear and logical thinker, accepted the task and will, after consultation with as many of the members as as he needs, produce a first draft of what rules he considers need amending to achieve our original objective outlined above. This will give us the basis for a meaningful debate in Council.

The '0' gauge section of the Farnham & District MRC are having an open day on the May Bank Holiday (May 3rd 2010).
The Club layout "Weydon Road" and the '0' gauge test track will be up and running, Dave Smith will be running a Loco Clinic and Roxey Models will be in attendance.
Bring some stock and run it on the test track or on the layout, you are welcome to operate if you wish.
Entry will be £1.00 to help us cover the cost of the Hall Hire.
